Que si alguien tiene la obligación de justificar el sueldo son, somos, los políticos, porque para los políticos el mercado son las elecciones, es decir, vender y vencer en ese caso es lo mismo. Como los empresarios, en un sentido. A diferencia de los empresarios, sin embargo, los políticos venden un producto o servicio inmaterial. Y cobran en votos -aparte del sueldo. Si pierden en votos pierden el empleo. Y el sueldo. Los políticos convencen o no con la palabra, la idea y la obra. Quizás los poetas y músicos también. Ésos o subyugan o están perdidos. Y otros creadores venden saber u otras cosas -perdón, ahora no se dice cosas, se dice contenidos. Si no lo hacen permanecen en la sombra, desconocidos. A veces sólo los salva la muerte porque su obra adquiere rareza. No sé si con los políticos pasa igual. Más bien al contrario. Cuando se retiran ya no valen. Salvo algunos que, como yo, tienen la suerte de ser más o menos respetados por haber sido. Por haber sido lo que han querido ser. Es el colmo de la felicidad. Y aún más, porque en algunos casos han llegado a ser lo que nunca habían imaginado que serían, o incluso habían negado querer ser. Posiblemente querían y no lo sabían, o lo presentían pero no se lo confesaban. Puede que sea mi caso. Nunca fui detrás de los cargos abiertamente. Siempre vinieron a buscarme. Pero cuando era pequeño y me preguntaron que quería ser de mayor, dije que sereno o diplomático. (Sereno era un señor que, cuando éramos críos, pasaba por la calle de noche con un chuzo picando el suelo para delatar su presencia y de vez en cuando, si no llovía, decía "jsereno!"). Algo tiene que ver con la polis, no se puede negar -pero no mucho. Lo de diplomático ya es más preocupante. En todo caso la prueba de que no lo tenía claro es que la primera vez que fui nombrado alcalde fue porque se fue el que había y me tocó a m' serlo. En realidad cuando me llamó José Ignacio Urenda a Baltimore para que volviera a Barcelona porque había elecciones municipales fue porque yo era el único que sabía de eso (había sido funcionario municipal de 1965 a 1977, salvo dos años en los que estuve en Nueva York). Pero al llegar les dije a Urenda y Reventós que iría de número dos si encontraban un candidato decente. Y lo encontraron en Narcís Serra, que al poco se fue de ministro de Defensa y me dejó de alcalde. Y la otra prueba de lo que me costaba decidirme es que después de dejar la alcaldía y pasar un año en la Universidad de Roma, al volver, me convencieron de que me presentara para la presidencia de la Generalitat. Pero no sin antes hacer unas elecciones primarias, es decir, para los votantes socialistas y del entorno, sin rivales, que aún así movilizaron, creo recordar, a unas sesenta mil personas. De hecho luego ganamos las elecciones verdaderas, es decir, sacamos más votos que nadie, pero como no había aún ley electoral proporcional, que es lo que preveía el Estatut de 1979, el de Sau, pactado con Suárez, Convergencia i Unió obtuvo unos escaños más que nosotros. Así se originó el uipartito, en la oposición, porque CiU y PP sumaron 68 escaños y los tres partidos de la izquierda o centroizquierda, 67. Pujo1 no se podía perder una sola votación. Todo venía de un voto. Pero las primarias, además de un refugio de tímidos, son una escuela de políticos. Y forman parte de una cuitura política que aquí no compartimos. (No sería más lógico que los candidatos de los partidos se batieran en primarias antes de presentar el partido o la coalición sus candidatos? {No sena mejor esto que la guerra vía medios de comunicación que nos entretienen con las rivalidades en el interior de los partidos? Cuando viví en Nueva York me tocó hacer lo que ellos llaman canvassing en la campaña a favor de Humpbrey en las primarias del partido demócrata, que finalmente ganó George McGovern. Este a su vez perdió contra N i o n en las elecciones presidenciales. La cosa Las primarias, además de refugio de tímidos, son una escuela de políticos �consistía en ir a casa de una señora a eso de las cinco de la tarde, y ella y sus amigas o sus vecinos se reunían a tomar al té con el activista de turno, que explicaba las bondades del candidato. No sé si ahora Hiaq Clinton y Barack Obama están utilizando ese sistema en las primarias o si ya ha decaído. Todo esto corresponde a un universo mental distinto. La política americana y la europea difieren. Se habla mucho de dinero en las campañas americanas y probablemente es decisivo, pero la movilización aue " generan esas campañas es superior a la aue se da entre nosotros. No me refiero a la cartelería en las calles (eso que hay también aquí) o a los anuncios en la tele, sino a la implicación de la gente. Lo cual quiere decir que la sociedad civil es en este aspecto más robusta que la europea, si bien no más extensa. La participación no es mayor que aquí -más bien menor. Pero la implicación de la parte de los que sí son votantes creo que es mayor. Y la gente en general acepta mejor los mensajes políticos, el debate político. O al menos ese es el recuerdo que yo tengo. No sé ahora. La política no es tan "pecado" como aquí. Aunque es cierto que la sociedad es más duai, más desigual que aquí, y los que no saben es que ni saben nada ni quieren saberlo. Una vez, durante la guerra del Vietnam, la PBS (Public Broadcasting System), una de las teles más interesantes que conozco, preguntó en las calles a la gente qué pensaban de la guerra. Recuerdo a un conductor americano negro (podía haber sido blanco y ocurrir lo mismo o peor) enviando a la porra al reportero que le preguntaba por la guerra. "What the he11 are we doing in Vietnam?",le espetó al reportero: ¡que demonios hacemos allí! Creo sinceramente que no se había enterado de nada. Puedo equivocarme, pero la cara de sorpresa del hombre parecía sincera. En todo caso las elecciones primarias, en las que los ciudadanos que son simpatizantes de un partido "prevotan" a su candidato favorito, son una institución que corresponde a un sistema de convicciones que difiere del que tenemos ahora. Estados Unidos es muy grande. La distancia entre la capital y los ciudadanos es mayor. Es cierto que el elemento religioso cuenta, pero también lo es que las preferencias políticas, en general, son tan sólo preferencias y no tanto conviccionesprofundas. Ser socialista o comunista o nacionalista o -popular, en España, al menos hasta hace poco, imprimía carácter, se acercaba a lo religioso, a lo verdadero o falso, y no tan sólo a las simpatías y los gustos del momento. En general. En Europa, que es una nueva patria pero tiene la ventaja de ser lejana y por tanto no nos oprime, no nos vigila, o no tanto, o lo hace desde más lejos, es probable que tendamos a adoptar actitudes como las que corresponden a ese tipo de universos más diversos, más amplios. En todo caso es evidente que la cultura política irá variando. Y no sería raro que obligara a un esfuerzo de aproximación a una política de mayor calado, más lejana -desgraciadamente, porque las decisiones se tomarán más lejos- pero menos cainita, porque los odios mortales son más propios de la proximidad que de la distancia.
